Currently, a constituent must be marked with the Fundraiser constituency to appear in the Organization Hierarchy.  This limitation should be removed. 

Or, allow us to use the "Staff" constituency instead to build out a hierarchy including all members of our organization without labeling everyone as a Fundraiser
