Add an "All Sites" option for interactions

We would like the ability to have an "All Sites" option for interaction on constituent records. This way an interaction could be added and viewed between different sites.

    we will be doing cross-division town hall calls in future--this allow us to easily add thousands of interactions that the development teams can see at all levels and locations (without time-consuming excel manipulations)
