Allow organizations to be merged using the Merge Organization functionality on the same date as the records are created.

Allow organizations to be merged using the Merge Organization functionality on the same date as the records are created. We are often managing org structures after the fact and updating the history of the organization retroactively, and this limitation makes it challenging. Also makes training Mergers/acquisitions challenging
