Allow Membership Contribution Process to downgrade memberships

At present, the Membership Contribution Process does not pick up qualifying renewal payments for a lower level of the membership program. We would like this to functionality to be added for the Membership Contribution Process as some members may not choose to renew at their current membership level or higher.

    This has been a problem for us since we implemented Membership functionality in 2014. It has been a pain point for our membership users and therefore; 2 of our groups have stopped using the Membership functionality completely. Our way around this process is to update the prior transaction status entry by extending the expiration date another year since the system does not recognize the donation of a lesser amount. The change in the membership amount is also not updated in the Membership Tile. This is all very confusing to our users.
