Provide a banner to appear below omnibar for purposes of communication with users

Similarly to how Blackbaud Case Central displays notifications in an orange banner we would like to be able to do the same within BBCRM. This would be used to notify/remind users of upcoming changes, make users aware of issues that may impact functionality or performance, etc.
