Allow Appeal Tracking for free | Ideas for Blackbaud CRM and BBIS

Allow Appeal Tracking for free events with additional donations.

Currently Appeal Tracking is only allowed if the event registration form includes a paid event. It would be beneficial to allow Appeal Tracking on free events for use with additional donations.
