Add ability to restrict volunteer avaliabilty and unavaliability by type

Currently availability and unavailability are only able to be set at the volunteer level, however we have different types of volunteers who have different availability depending on the type, and/or are occasionally unavailable only for a specific volunteer type (eg may be awareness speakers and telephone support volunteers but for a period aren't able to commute so are unavailable for awareness talks but are still able to offer support via telephone)
