make it easier to grant rights to smart query definitions

In many areas of the program you can switch to design mode and assign permissions. You can also assign permissions to all sorts of things on the fly by using the assign permissions button or advanced permissions button. Smart Query Definitions are not like this and this is not user-friendly.
ƒ?› As a power user(non-admin) I create smart queries from ad-hoc queries that I would like my fellow power users to use.
ƒ?› As a sysadmin I do not want to have to grant permissions to each smart query definition as it is created.
Currently there is no way to create a smart query definition from an ad-hoc query and then easily give access to it without being a sysadmin or getting a sysadmin to login and perform extra steps every time a smart query definition is created.
