Allow Import of solicit codes

We frequently receive these fields in files from our suppliers.  They should be able to be imported directly, not just imported as attributes and then converted via other processes

    This is planned as part of the Bulk Import feature scheduled for a Q1 2017 EAP.

    The solicit codes are planned to be added to the Constituent Update batch template as part of the Bulk Import work.  We do not have a time frame for Mailing Preferences but there is a related idea for mailing preferences.
