Create an option of whether or not to have gifts automatically marked for re-receipt when creating adjustments.

We make adjustments all the time that do not require a re-receipt for the donor and would prefer to manually mark gifts for re-receipt under all conditions. It would be great if there were a system setting we could disable for automatically marking them for re-receipt.
