Add AlterListBuilderSection to SDK AlerPages

Sincey ou can alter other types of sections within AlterPages, you should also be able to Alter List Builder Sections (to add actions, etc...)

    I submitted a case (016394318) on June 7, 2017 about exactly this issue. I was told basically that this was a gap and not a bug. So 2 and a half years later it's an idea? If you upgrade the features in your system you should update the sdk to reflect them. This 'gap' requires manual intervention that complicates the deployment process.
