Add functionality to control visibility of Web Dashboard folders

My organization would like to permission out accessibility to Web Dashboard folders and pages. We can control access to pages but folder permissions do not include view options meaning that every user can see that folders exist and open them.

    Likewise, we would like to have the option to control access/visibility to a folder based on system role.
