Allow for interaction attributes to be added to the Add StepForm.
Currently there is not a way add an Interaction Attribute to a step using an Attribute Form Extensions. This functionality exists for adding an interaction itself but not for a step even though a step is considered an interaction.

We implemented a clone of the out-of-box Step Add and Completed Step Add forms that uses the interaction record type.
One can add interaction attributes to step edit forms already. Only step add forms have a different record type.
