allow users to import transactions for inactive records

Currently users can enter transactions for inactive records in batch or using the one-off form. They are not able to using a lookup ID in an import because there is no way to have the option to include inactive records checked by default on the lookup ID search list. We would like the ability to import these records without having to pull the full constituent ID.

    Note:  The Bulk Import service supports importing on these records with Lookup ID.

    I've gone from Higher Ed to Cause and Cure and both verticals have a need to import inactive and deceased records.  Relationships are so very important in fundraising - so we need to add items to these records on a regular basis.
