Import Constituent batch with accents becomes ? symbol

Currently when accent/diacritics exists in an Import it get's converted to a ? symbol and the user must edit and correct the batch. (For example, creating new records through the Constituent Batch.) I would like accents/diacritics to import as they exist and not as the ? symbol.
