Add an email notification option to alert organization employees that an Event registration is at capacity prior to the event registration batch being committed

My organization would like to have a BBIS email notification to alert recipients when an event is at capacity as soon as the last registration transaction is submitted through BBIS. This would allow our staff to remove the event from the form, as to avoid further registrations on an event that is full or related confusion. The problem with using a custom email alert in CRM to do this is that it relies on the transaction in an event registration batch to be committed in CRM, which might happen hours or even days later.
