Add better capacity logic for BBIS Event Registration

Currently when registration is full for an event, we have to monitor that and remove the event from BBIS. We would like BBIS to find the capacity from BCRM and when registration is full, display a message and no longer accept registrations.

    This has been shipped with the new Event Registration Form in SP11, available December 19 2016.

    To extend this idea- BBIS should stop accepting registrations as soon as the capacity is reached, even if another registration is in progress.

    Example: An event is 4 registrations away from capacity. 5 interested people access the event's registration form at roughly the same time. The first 4 people to submit the payment should be registered, and the 5th person should be rejected. Display a message to the 5th person to let them know the event is full, and their registration was cancelled. Send an alert to refund the 5th person's transaction if it was submitted.
