allow users to change the matching algorithm to deduct from the auto-matching total match score when comparing blank or null values

When using the constituent matching algorithm the system considers two blank or null values to be a match. This may be generally true, but it would be helpful to give users the ability to change how null values are weighted to ensure that records are auto-matched in error.
