allow Actual Date to be editable in Constituent Interaction Global Change

The Constituent Interaction Global change does not allow the Actual Date to be changed.   The Actual Date is defaulted to the creation date of the Global Change and grayed out.  The Expected Date is editable, but the Actual Date is not.  So, this global change can only be used once.  In order to enter a new actual date for subsequent interactions, you will need to create a new global change process.

    Hello,
Blackbaud Pacific has developed this functionality, as a plug-in.  Please contact kc.fonzi@blackbaud.com.au if you would like additional information.

Yes.  We need the ability to use a dynamic date in the Global Change to add an Interaction.

A great first step would be to allow us to define the date as = Current date, which is probably what we want in most cases.
