A Fundraiser can be assigned a Prospect that has no plan and be visible under prospect assignments.  However, if that Prospect is then given a Plan, and the Plan is marked historical, the Prospect also becomes historical and only visible on the Fundraiser's prospect assignments list if the "Include historical plans" check box is marked.  Prospects are not necessarily historical just because a plan is historical.
