Deceased records are constantly touched by Planned Giving departments.  Inactive records mean different things to different orgs and can still receive gifts and constituent info updates.  We need to be able to update and add relationships to these constituent records in the update batch.  

For example, we just had hundreds of exceptions trying to relate active records to inactive and deceased constituents in the CUB.  These relationships are important in order to track active constituents who may have an inactive or deceased relation with an affinity for the org.
