Add functionality allowing contribution based memberships to be transferred over in a constituent merge

Currently, when attempting to merge two constituents, an error is thrown if the source constituent has a contribution-based membership. The error is "You cannot merge constituents that have a membership program that allows contribution payments". It is important to note that if the target constituent has the contribution-based membership, the merge is successful and the membership is retained in the merge. We think that adding functionality to allow the merge to work regardless of which constituent has the membership would be a great and helpful feature for CRM to have.

    There is a similar problem in that if we attempt to merge two constituent records with recurring gift based memberships we get the error "You cannot merge constituents that have a membership paid with recurring gifts".  This is gradually leading to degradation of our database as records cannot be merged and sit around with incomplete data on the two records, meaning that we have an incomplete picture of the supporter and they are not correctly communicated with.  Please fix it.  There isn't even any documentation on this error in the KB or user guides as far as we can find.  This situation shouldn't be erroneous.  If the source record's membership is no longer active it should not be a problem to merge the two records.
