Our organization has had, at times, severe performance issues.  During the analysis of these performance issues, it has been determined that, at times, our business has started a long running, inefficient query which locks up performance for other normal business processes.  When this happens, we have had to request that Blackbaud kill the process, so that business can resume.  At that point, it would be helpful to be able to just "flip a switch", and cut off any additional submissions of ad-hoc queries, at least until the issue can be addressed, then the "switch" can be turned back on for allowing the submission of queries.
