Allow only active relationships to appear in the Add Participant form drop-down on a Prospect Plan

Currently, the Add Plan Participant form shows all related constituents to the prospect, even when those relationships are end dated. Removal from this list would require deletion of the relationship, and there is no option to filter out any constituents from this list.
