Allow Plan Outlines to be made Inactive and to be sorted

Contact information marked as not valid should remove primary contact flag
If any contact information is marked as not valid (Do Not Mail, Do Not Phone etc) then it should no longer be marked as Primary, even if it is the only one0 Will not implement

allow a confirmation status of 'confirmed' when deceasing a constituent
