When users send a BBIS email message to a specific type of email address (Home, Business, etc.), if a constituent does not have that type of email address, the email message will be sent to the constituent's primary email address instead. However, if a BBIS email message is sent to a specific type of email address, if a constituent has an end-dated email address of that type and thus the 'Do not send email to this address' flag, the email message is instead not sent to that constituent, rather than the email being sent to the constituent's primary email address of a different type.
In this scenario, my organization would like for BBIS email messages sent to constituents with a former email address of a certain type to behave like constituents who don't have that email address type, so that the email would still be sent to that constituent's other, primary email address.
