When adding a regular solicit code, you can go back in and edit to add an end date or more information. Consent solicit codes should function similarly. It's redundant to have multiple solicit codes for the same category on a constituent's record, and we need the ability to end date it without adding a new one when the constituent moves back to the US from an EU country.
