Add category and subcategory to Step queries Merged

It is really difficult to do analysis on Plan Steps without Category and Subcategory in Plan Step queries. For instance, I may want to know how many Plans have a pending ask in them or do an analysis of how many grant and major gift team asks have been made that are tied to Plans (our categories are set up to capture which dept is doing the work). We use our Categories and Subcategories extensively and set them up in the expectation that we would be able to do plan and step analysis using them. It is really clunky trying to do Plan queries and use Interactions because it picks up Interactions that are not tied to a Plan as Steps.
