This would avoid our staff accidentally creating Steps without Category and Subcategory (where relevant, which it is for almost our Steps) and accidentally creating them as Planned whereas we want them created as Pending.  At the moment we have to do a lot of cleaning up of these fields.  If they could just be defined in the Plan Outline then copied in when we create the Steps, all this work would disappear.
