Currently there are two credit card decline codes (part of Blackbaud Merchant Services) in Blackbaud CRM marked as "permanent" decline codes. We actually have a lot of success when we retry these payments (basically we do not receive the decline code in subsequent attempts):
Please call the number on the back of your card. Your bank requested that we do not honor this card.
The card has reached the credit limit or insufficient funds are available.
We would like the ability for these rejection codes to be marked as "provisional" instead of "permanent". This change can either be done by Blackbaud, or allow the customer to make this change within Blackbaud CRM.
