Add a task option to unlock and/or force rotate the readonly DB account

Add a task option to unlock and/or force rotate the readonly DB account from within the CRM Cloud Portal. Currently password rotation day results in a day of waiting for the account to unlock as it it updated with the services/users that are using it.
