add a "clear all applications" option to the Apply to Commitments window.

When a payment amount is entered into a batch, the system attempts to apply the payment to one or more existing commitments. If this application is not what is desired, the user must zero out the application and enter a new one. A "clear all applications" option would be helpful in these cases.
