We would like non-administrator users to have access to page designer.

    What is the rationale for this not being implemented? Our orgainization would like to keep the number of true admins to a bare minimum, while allowing our advanced staff to have near-admin access to the tools they need (without access to items such as downloading our nightly backup, or issuing receipts).
