Allow the End-Date field to be populated when ticking the 'Do not send

when marking a primary current address as 'Do not send mail to this address', reason: 'No longer at address' the option to add an end date is greyed out. They would like to be able to add this date in so that we can see when the address was deemed invalid/'gone away. This only occurs when there is only one address listed.
