Ability for BBIS to de-duplicate email addresses that appear on the same list by Message

It's great that we have the ability to set a policy to de-duplicate email addresses for lists (https://bbcrm.ideas.aha.io/ideas/CRM-I-2086). However, there are times that we need to be able to send multiple emails when they are shared by members of a hosuehold. We currently only have the ability to change the behavior for the entire system.
