When copying production to non-prod environments, email credentials are in place and scheduled emails will send if the email is not quickly turned off from this environment. In addition, sometimes there is a valid reason why I may be sending test emails out of a non-production environment so email needs to stay turned on but the risk of scheduled emails running still remains.

We want a way to protect against this. Being able to configure a whitelist of email addresses that can be sent to from that environment would be helpful by still allowing us to test as needed, but protecting our actual recipients from scheduled sends out of non-production environments.
